The operations of the Board of Bar Examiners and the Committee on Character shall be supported primarily by the fees paid by candidates for admission to the bar, as set forth in rules and regulations approved by the Supreme Court. To the extent that the Board of Bar Examiners and the Committee on Character are not self-supporting, funds necessary for their operation shall be provided in such other manner as the Court shall determine.
